are invited to send ideas to bring the project to successful
completion.

spectators could be included in a list of names on the monument-

Sponsorship of names by contribution -
AeroVironment, Inc. could sponsor Dr. Paul MacCready's name on the
plaque, etc. Was Paul there or not? He
certainly advanced the movement following the meet in many wonderful
ways.

Project financial needs?

Be ready to see federal national dimensions to the site and landmark
project. Certainly the Virtual Plaque is an earth-entire matter.

Volunteer sponsorship. No legal obligation. Consent to be listed as
sponsor is part of the process, as eventually petitioning California
and Orange County and Newport Beach will be needed.

Specifics? Schedule of needs?

How might donated funds be handled responsibly and perhaps as a
tax deduction?

Is there a legal non-profit that could take over funds collection.

What will be the costs of fulfilling landmark designation?

- The entire State of California stands to benefit by a national hang
glider historical landmark.
- The landmark will bring visitors.

entry to California to bring renaissance in personal aviation.
- Sale of facsimile of plaque as souvenir of visit to the site.
- Local
stores to carry such plus tee-shirts, books, photographs. Someone can get
things goings to serve visitors.
- The local stores could carry brochures for Wills Wing, for
Windsports,
for Torrey Pines.
- Aviation field trips ...be sure to see where personal aviation
renaissance punctuated itself in the world, in US, in
California, in Orange County, in Newport Beach, in the neighborhood.
Many levels of benefactors. Six geo-political-economic levels.
- Then add institutional benefactors: local schools will have a
place to visit while facing science, aviation, personal creativity.
- What foundation might fund the project?
- They will want a description of needs, an action plan, and budget.
They will want to know how society will benefit by another landmark
- John Wayne Airport could get more business if the aviation
landmark was set. The airport could even benefit because of a
strong virtual plaque.
- Local motels, hotels, restaurants, etc. stand to benefit from the
project.
- Project logo?
- Project letterhead
- Project advertising spaces. Funds to the project. Advertise
on the Virtual Plaque pages.
- Volunteer communications angels posting in their various online
groups?
- Exposure of the the exact steps needed to get landmark status.
What are the steps?
- Collaboration with all hang gliding clubs and associations of
the world. All of them stand on benefits from the Otto Meet 1971.
All could play important parts in getting the Virtual Plaque and
Landmark Plaque accomplished.
- Include a stop to the Landmark on hang glider trips.
- Donation levels? Platinum, Diamond, Gold, Silver, Bronze, ?
Stork, Eagle, etc. ? Stork in honor of Otto and his brother?
- Invite the world of PPG as it has received lift from the Otto Meet
1971.
- The Otto Meet 1971 is also giving lift to the world of
clean energy.
- A private file (not knowing yet how to have manners
with regard to pledges) has been posted with the funding pledges of
some we have a beginning. No specified budget yet and no avenue yet
for covering expenditures. Oversight with budget glass pockets via
collaboration will be exercised when the time comes to buy some
postage stamps or bronze plaque metal, etc. Thank you for you listing
and for your personal funding pledge.
- Pledges from others will be toward the physical landmark project
only; I will not take any pledged funds for the Virtual Plaque. There
will be no spending for wages for anyone; all time inputs will be
volunteer time. ~JoeF
- Perhaps there will be a ceremony sponsored by the City.
Perhaps as you indicated, such could "fix" a point in time and place.
Perhaps an assembly other than that need not be organized, but only
described as a public option with people choosing to picnic on public
park property and choosing to walk the streets in memory appreciation.
We could well describe the public park opportunity without actually
calling an assembly. The call would be the announcement of the plaque
ceremony that would be announced and done by City politicos. We would
get our target of installation. And the natural social flight
community could choose public park right to simply picnic; we would
recognize each other. Kites, flying models, look in the eye. Maybe
before it occurs some entrepreneur could sell tee shirts for the Otto
Meet 1971 through the mail. Wearing such would identify those who got
that far with the aura. No official assembly besides the City doing a
commemoration; some politico will want the press attention, etc. ???
- Today I conceived an idea of multiple sculptings adorning
the park as one walks through. Such art work sculptings could be the
afterward of our initial plan here. Sculptings I envision possible:
- Jack Lambie arm pit high tippy toe in Hang Loose with sun glasses
(Bronze) life size.
- Batso with tip runners escorting pilot Taras or Tom Dickenson
leaping-bronze life size.
- These could be set in grass and appear to be frozen in place not
atop a stone block. But almost flash frozen segments of a time
warp- tribute to the place and the time-

- This reminds me about an old bi-plane hang glider my dad Howard
helped restore in 1958~1959 in Elmira, NY. It was called an Arnot glider
and resembled the Octave Chanute bi-plane.
At age 10, I thought this was the most interesting way to fly and helped
assemble it in the first Soaring Museum display at the Strathmont
Estates in Elmira.
Not until 1971, did a group of young sailplane pilots build a Hang
loose, me included and proceeded to fly it to destruction.
I'll try and dig up a photo of the 1971 effort.

- As the project matures, it will become evident that there will be
raw expenditures that will overcome Neil Larson; and many of us want to
be there to help cover the raw expenses. Collaborative oversight with
JoeF and others and an open glass-pockets reporting by assisting arm of
Hang Glider
Magazine in these
hosted pages will bring some order to this process. We seek
pledges and ideas for covering the expenses. One idea that came in
is the sponsoring of Next Thermal persons' names for the Virtual Plaque.
We do not yet know the limitations for the physical landmark plaque.
- Here is one way the sponsored-Next-Thermal-name might work:
For each $5 amount placed in a PayPal button process with a note of the
name sponsored, the amount publicly next to that name will be increased
(posted so within 24 hrs of the payment). The paying person can check
that the total behind the sponsored name has been increased
appropriately without supporter's identity being revealed to the public.
Neil Larson and Joe Faust will collaboratively know the raw facts. Full
public disclosure of funds (but not the identities of the Next Thermal
donators) will be in these pages. The specific spending of the funds
will be shown. Again, no one will be paid wages. How does this sound?

Bulletin 7: California Register Nomination Instructions
Criteria for National Register Designation
To be eligible for listing in the National Register, a resource must meet
at least one of the following criteria:
· Is associated with events that have made a significant contribution to
the broad patterns of our history (Criterion A).
· Is associated with the lives of persons significant in our past
(Criterion B).
· Embodies the distinctive characteristics of a type, period or method of
construction, or represents the work of a master, or possesses high
artistic values, or represents a significant and distinguishable entity
whose components may lack individual distinction (Criterion C).
· Has yielded, or may be likely to yield, information important in history
or prehistory (Criterion D).
Effects of National Register Designation
· Tax incentives, in some cases, for rehabilitation of depreciable
structures.
· Tax deduction available for donation of preservation easement.
· Local building inspector must grant code alternatives provided under
State Historical Building Code.
· Local assessor may enter into contract with property owner for property
tax reduction (Mills Act).
· Consideration in federally funded or licensed undertakings (Section 106,
National Historic Preservation Act).
· Limited Protection: Environmental review may be required under the
California Environmental Quality Act (CEQA) if property is threatened by a
project. Contact the local government planning agency for more
information.
· Automatic listing in California Register of Historical Resources. Owner
may place his or her own plaque or marker at the resource site.
· Listing in the National Register may result in restrictions, such as
design review, imposed locally pursuant to the California Environmental
Quality Act (CEQA) or through local zoning and land use planning
regulations. Contact the local government planning agency for more
information.
Procedures for Registration
1. Download the Nomination Packet. If you need assistance contact OHP.
2. Read the National Register criteria (Bulletin 15), and How to Complete
the National Register Forms (Bulletin 16A). Follow these guidelines
exactly when preparing application form. If the area is proposed for
registration as an historic district, please contact OHP staff prior to
submission of the nomination. OHP staff is available to assist district
applicants and should be contacted in the early stages of the process.
3. If you are not the owner of the property you are submitting for
registration, please inform the owner of your intention to apply for
registration. The property or district may not be listed over the
objection of the owner or majority of owners.
4. Submit cover letter, completed forms, photographs, and maps to OHP for
review. OHP requires applicants submit an electronic copy of the
nomination in Microsoft Word format. Photographs printed from digital
images must be accompanied by a CD-R or DVD-R containing the electronic
images. If the property is endangered or the applicant is requesting
rehabilitation incentives under the Tax Reform Act or Revenue Act of 1978,
this must be stated clearly in the cover letter.
5. Nominations will be reviewed by OHP. Those which are inadequate or are
not prepared in accordance with the guidelines published in Bulletin 16A
will be returned to the applicant for further work.
6. OHP notifies all applicants, property owners and appropriate
governmental jurisdictions of the time and place of the SHRC meeting.
7. If approved by the SHRC, the nomination is sent to the State Historic
Preservation Officer for nomination to the National Register. The final
determination is made 45 days after receipt by the Keeper of the National
Register in Washington, D.C.
Owner Consent
Consent of property owner(s) is not required, but properties cannot be
listed over the objection of a private owner(s).
Local Government Notification
Local government within whose jurisdiction the resource is located must be
given 60 days in which to comment upon the application before the State
Historical Resources Commission considers the nomination. |
